However demands a contrast in the situation, as we don't have a one the use of however is wrong.

B. However, one likes it or not agriculture will be considered as the primary source of income
This option has the same error as in A

C. Whether one likes it or not, agriculture will be considered as the primary source of income,
This option uses the correct word 'whether' to address the choice and it is grammatically correct. Hence, this is the best option

D. Whether one likes it or not agriculture will be considered as the primary source of income,
Use of comma after likes it or not is necessary and it is missing here

E. Whether one likes it or not! agriculture will be considered as the primary source of income,
The use of exclamation point is not necessary here.
