A - However - it is a contrast word but it also leads to a conclusion. Here the use of however alters the intended meaning. Incorrect.
B - Same reasoning as A. Incorrect.
C - Whether - (1) it is a contrast word and it correctly conveys the intended meaning, (2) Whether is used as a subordinating conjunction at the beginning of the clause therefore it makes the first clause a subordinate clause and thus a comma after it is mandatory. The structure used is correct. Structure✅ Meaning✅
D - (1) Mandatory comma is missing after the subordinate clause therefore wrong structure. Incorrect.
E - (1) Exclamation mark is incorrect.
Therefore, option C is the correct answer.
