Not liking the above question already for the below reason:-
1.) use of consider as:- we don't need extra "as" as per my study sources. (Unfortunately i have to learn such things as a non-native English speaker)
2.) use of "it" to represent the complete sentence

Anyway, let me try and solve the above question:-
In general, we say whether you/ones like it or not and not however you like it or not, so removing choice A and B

C. Whether one likes it or not, agriculture will be considered as the primary source of income,
This is the best choice compared to all the other options
D. Whether one likes it or not agriculture will be considered as the primary source of income,
Comma is missing to create the right structure
E. Whether one likes it or not! agriculture will be considered as the primary source of income,
I'm seeing "!" for the very first time in the SC, so i will go for comma over "!"

C will be my pick as per the above reasoning.

Whether and if both are used, hence redundancy error, hence option c,d & e is rejected
Out of the remaining two options
A. However one likes it or not; agriculture will be considered as the primary source of income, - Correct Option
B. However, one likes it or not agriculture will be considered as the primary source of income - Rejected due non usage of fullstop or comma before "agriculture will be ..."

Option A is correct

We should use "whether" to consider between 2 options
"However" is incorrect -> Eliminate A and B

I chose C

The first segment is not independent clause, incorrect use of semicolon. "however" introduces contrast.

"However" introduces contrast, incorrect use. the second segment has 2 subjects and 2 verbs.

Usage of "however" in this context is wrong. Eliminate options A and B. We require a comma after "not", to specify exactly what "it" refers to. Hence only option C does this.

Answer Option C.
