Couldn't we just eliminate A, B, C, D because of usage? I thought that the idiom is "permission to do sth"

To answer your query, the use of the simple resent tense in Option A is incorrect; logically the simple past tense should apply.

'vote to do" and "permission to do" are idioms. so, this is more about idiom than about meaning analysis. we do need to know normal idiom to make our english working

I might be wrong, but cambridge dictionary can't be.

PEOPLE WON'T PAY 250 FOR IDIOM TEST.

Along with hypotheticals, a subjunctive is also used in cases of 'wish/suggestion/demand/command.'

There are certain adjectives (advisable, desirable etc.) and nouns (order, decree, requirement etc.) that prompt us to use subjunctives.

It is advisable that ... subjunctive
The high command has sent an order that ... subjunctive
etc.

The original sentence is also similar in nature and hence the use of subjunctive is fine.

To answer your query, "voted" is an example of a bossy verb, verbs that signify that one entity asked that an action be taken.

The use of such verbs triggers the command subjunctive.

(A) that they are denied permission for participating - permission for participating is incorrect. "Denied permission to participate" makes much sense.

(B) that they be denied permission for participating - same as A

(C) denying them permission for participation - voted followed by denying is incorrect as it misses an infinitive (to) or preposition (for) to connect "voted" and "denying"

(D) the denial of permission that they participate - permission that they participate is incorrect. It should be permission to participate.

(E) to deny them permission to participate - correct choice as voted is followed by infinitive to describe the motive of vote

It = city council. They = Environmentalists.
You can either vote for a candidate/ party OR you can vote to make a change.

A. that they are denied permission for participating
'are denied' must be 'be denied'.
'for participating' must be ' to participate'


B. that they be denied permission for participating


C. denying them permission for participation
Preposition is missing before 'denying'. It must be 'to deny'

D. the denial of permission that they participate
Preposition is missing before 'the denial'. It must be 'to deny'

E. to deny them permission to participate
