I don't have the answer, but let me offer a different perspective.
There is so much hype around an MBA that at times we forget that it is a tool not an end goal in itself.
Top MBA have excellent resources to offer such as network, courses and career opportunities. They naturally want to make sure that those who get in can leverage these resources to the best. Therefore, if you can show that you have a big enough goal and the ability to use their resources to meet the goal, you will be able to make compelling case for your candidacy. Keep in mind that we are talking about the best schools in the world. So, even if you have a great goal, you will still be competing against such a highly talented pool that the seat might go to someone who is just an outstanding achiever. Remember, these colleges receive applications from thousands of qualified individuals. So, it is a matter of choosing from highly deserving candidates. Imagine having to chose between highly qualified candidates trying to change Silicon Valley or the Traditional Banking Industry. I really don't envy the admission committee.
Now that these caveats are in place, let's get to profile building. As you can imagine the girl who is trying to change Silicon Valley probably isn't doing so because she wanted to get to a particular school. She probably found something she was passionate about and found that an MBA would help her get to her goal for efficiently.
The real question you need to ask yourself is what are you truly passionate about. The answer might be social welfare - if it drives you and you often find yourself dedicating a lot of time of solving problems in the sector. Or, it might be that you had a small taste of Technology strategy consulting during one of your projects. And you liked it so much that you find yourself reading up on Finance, pursuing certifications and attending/conducting seminars so that you can do more of Strategy work.
Now, you have a vision. Your energy will be focused on something that you likely excel at and also enjoy. In which case the activities you do might make you a viable candidate for Top 20 MBA colleges. Even if it doesn't, you might find that you can reach your dream with an MBA outside Top 20 colleges. Or, you may find that you don't need an MBA at all and can achieve it through a different route say Public Policy, MS, function switch or plain old staying the path your are on.
In conclusion, find your Why and the What will show up.
