Does anyone know if you can get into a school that you ranked lower? For example, if you got accepted into #2,4, and 5, and changed your mind and want #5, can you ask #2 and 4 to withdraw their admission?

Get in? Yes you can get in to any school you applied to. In terms of re-arranging your ranking for fellowship consideration, i don't think thats possible. To my knowledge, its low probability you get the fellowship after your first ranked school anyway.

Yea, I understand you can get accepted to any school applied. I thought how it works is consortium then gives you a yes or no for scholarship. For example you get accepted at #1 and #5, consortium informs you yes you get the fellowship. If I wanted to go to #5 instead of #1, can I tell #1 to withdraw me then I go to #5 with scholarship.
