It depends university to university.
Some universities have rolling basis applications
some have after evaluating all the applications

Hi, after submitting the application, How can we let the adcom know that we’ll be reattempting the GMAT ? What mail should we send and to whom?

you should have mentioned this in the optional essay. For now just rewrite and send the updated score

if yes... how can we approach? A summary of the previos questions?

From the Cornell Johnson admission deadlines page, I see 3/17/2023 as the initial notification for the January round.

Is that about the interview invites or am I missing something?

I think the date on the website is the final date for initial notification

They can send at any time between that, they call based on the profiles they review and they immediately call them if they want them to interview
