My scholarship letter came with the binder. It was put in a separate envelope. At this point if you have not received a scholarship notification you are probably not getting anything. Needless to say, they might give you some money down the road if funds free up.
Also, as a point of reference, in the letter it says that only 30% of the candidates get fellowships. I think USC gives out scholarships by heavily weighing in the academic stats of the candidates (GPA and GMAT).
