This is a good question. I can tell you, with certainty, that a lot of students apply in the January round. This is because Tuck's early action and November round are kind of a "merged first round". In fact, a brunt of the applications that Tuck sees come in two rounds: the early action round and the January round. So, to answer your question, applying in the January round is NOT suicide, but rather the norm for a large majority of applicants.
According to the ADCOM, the January round has the highest volume of applications. Tuck reserves spots for that round, but I don't know that it's proportional (i.e. the most seats for the highest volume round).
I am pretty curious as to how Tuck handles it's EA and November round applicants. Off the top of my head, I can't think of another school that takes in another round of applications before rendering decisions on the previous round's applicants. I wonder whether the ADCOM starts peeking at the November round applications if it's not enamored of the EA round applicants.
My personal feeling is that Tuck is as yield conscious as any school and that they use EA to lock in a certain number of people that they are confident will come. I don't have a feeling as to how they view November round. Is November round for the group that focused on apps for other schools in October and then turned around and pumped out a Tuck app in short order? Tough to know. Once you get into January round, I think Tuck knows that a lot of the apps are triggered by a WL or ding at H/S/W or some other school. As great a school as Tuck is, some still consider it a safety or back up school. Absent some sort of extenuating circumstance (work or personal), it's probably tougher IMO to walk in and convince them that it's your first-choice school after two application rounds have elapsed.
