I think re-applying depends on the person. It may be worth re-applying if you have limited work experience, or think you can substantially increase the quality of your experience next year, if you think you can improve your GMAT (although judging from the forums A LOT of people have gotten invites with 730 or lower, so it may not matter much). It also depends on what other schools you get into.
For me, if I get into any of the fourschools to which I've applied, I will certainly go this year. For me, the downgrade compared to Harvard isn't worth waiting a year to MAYBE be invited (in some cases the finance program is actually stronger than HBS, albeit without the prestige). That being said, with me, my GPA and GMAT aren't an issue and I already have five years consulting work experience. Part of the reason I want an MBA is I've dead-ended in my current career without one. My extracurriculars could be improved but outside of that I'm not sure how much different my application would be next year.
Long story short, if you can wait a year and think you left something on the table, apply next year. If like me, you want to go this year and think you gave it your best shot, it may be best investing an application fee elsewhere.
