Also, someone who got waitlisted in R1 had the option to apply in R2. But R2’s results won’t be out until R3 deadline. Is it advisable to apply in R3 anyway?

as a reapplicant, do they ask what changed since one had applied last? Especially when one is applying in the same admission cycle.
