If it is a "Planned internet outage- from ISP", or "No strong network area"/"Travelling Issues" etc., then you should definitely plan ahead!. Even your routine work calls would have the same protocol. Personally, I did not come across such a case, yet so cannot comment on the actual process in such scenarios.
