No not necessarily. It’s not a confirmation . If the applicant applied for need based scholarship, the documents have to be complete. Even I was asked for a missing document , doesn’t mean anything other than collection of missing documents, that’s it. The portal has a section where all the documents you submitted are listed & marked. If any imp document is missing , they ask for it through an email.
