No doubt about that, but still, one month? I do not think booth or stanford or hbs have a bad evaluation mechanism and make rush choices although they are faster (of course, one can always disagree with me), and do not forget that Olin has a smaller applicants pool. Moreover, I doubt any travel plans or stuff came up last minute, so if they knew early, the reasonable thing to do is to extend the deadline so people get more time to work on and perfect their application packages, not to hoard all the apps in their offices which they do not visit for weeks.
And I don't even think those tier 3,4,5,6 schools should be compared here. Olin is a good school, so I would say having a thorough evaluation and solid standard is a must, not a "oh wow I can totally appreciate them doing their jobs right!" type of thing.
