Most schools this doesn't make a huge difference, but at UNC it makes a very significant difference.

I dug deeper into this issue and found, to my surprise
, that it actually is possible to claim residency after your first year. It's not a foregone conclusion that anyone can get in-state tuition after the first year, but it's possible.
The absolute requirement is that you've lived in NC for 12 consecutive months. Not too bad, ay? There's more - see the link below to read in detail, but basically a committee will review everything on a case-by-case basis, going down a list of considerations that "may be significant" (very vague) in determining your "domiciliary intent."

I was told that one good way to prove that is to get an internship in NC (shouldn't be too hard), but some of the other considerations are: housing, taxes, vehicle registration and driver's license, voting, etc. From what I understand, there's a reasonable success rate of out-of-staters pulling it off at UNC. It just requires a time commitment on your part to build a strong case for yourself. With that said, for a $20k tuition rate cut you'd have to be insane not to try!
