how would you define 'later'? Late enough for internationals already who need to begin visa processing etc. ideally by May. Late as in, R3 or summer waitlist..?
I'm an R2 international admit and so far Wharton has been very quick with processing. I got my I-20 within hours of submitting my info (even though they said processing would be 3 weeks). The visa interview could be a longer process (fortunately I'm Canadian and exempt from that) but I would assume 4 weeks in the worst case. My guess would be Wharton could potentially admit as late as mid-June and still safely meet visa requirements.
Hope that helps and good luck!
UPenn will promptly do all the paperwork and currier mail the forms to you.
But then your fate is in the hands of US immigration officials.
I had the most horrific visa experience at the US Consulate in Toronto, Canada. It took me 6 visits to the consulate (5 times the officer denied me student visa), two trips to Philadelphia (I had a valid business visa), a heap of recommendation letters from both the school officials including the head of Admissions, and US business and government leaders to persuade the officer that I would not be working part-time illegally while in school to pay tuition. Eventually, the officer made a personal telephone call to EVERY recommender, and then agreed to issue a student visa. Result: I was two weeks late to class.
Both Wharton and Lauder supported me all the way, and engaged the vast and powerful alumni network to help me resolve the situation.
