I contacted MBA.com regarding a flaw in the wording of this question and they admitted there is a problem in the wording.

While I was doing the Mini Exam I couldn’t help but notice the error in the question number 8 and subsequently in the response in the answer key.
The question asks if x CAN be prime, while the answer provided by GMAT tackles the question as if it said “IS it prime”. While in the former ONLY ONE example of p where it is prime would answer the question (i.e. YES, it CAN BE prime), the latter requires a definite answer whether x either IS or IS NOT prime not both.
To simplify, when question asks “Can the positive integer p be expressed as the product of two integers, each of which is greater than 1?” (or in other words ‘can it be prime?’) one single example (e.g. 37) would provide a definitive YES answer. therefore choice b is sufficient.
