Statement 1: 10.50 $ for first two hours
Not Sufficient

Statement 2: 9$ for last 3 hours
16.50-9 = 7.50$, which can be divided into two hours (3$ and 4.5$)
as rent for first hour is more than the additional hours.

Option one from Statement 2: as it is calculated that for additional hours rate is $3/hr. and from your solution we are left with $7.50.
Possibility 1) first hour price is $7.50 and rest 3 hrs total $9 = $16.50 for 4 hrs
Possibility 2) first hour price is $4.5 and rest 4 hrs = $12 = $16.50 for 5 hrs.
B alone not sufficient..
