Yes, I would recommend applying at this point and not re-taking the GMAT. Yes, your scores will place you in a strong pool of candidates for the YLP at ISB (and other programs).
You have many great attributes in your background and please do not underestimate it by any means for the top programs. You will only know how you can stand out from your competition when you apply to these schools. Taking a risk is a great quality across global leaders and it is one that is attractive to AdComms.
Remember, the GMAT score is 1 component (of 6 total) that the schools will evaluate you on. This has been validated by online postings in which candidates with 740+ GMAT scores have been denied by programs such as HBS, Wharton, Stanford, Booth. I think programs are very fair in their evaluation process and look at the "whole candidate". You just have to be bold and take that risk. Please do not "opt-out" of your dream school because you thought you did not have a chance. Do not be afraid to run the race that you have been training for. It is time to run it!
