A. has an average reported rainfall of 450 or even more than 450 inches of rainfall a year, making it one of the wettest places on Earth - making it modifies the subject of the prior sentence. IT is redundant.

B. are one of the wettest on Earth with an average reported rainfall of at least 450 inches a year - are? SVA

C. have an average rainfall of at least 450 inches a year, making it one of the wettest places on Earth - have? SVA and making it same as A.

D. is one of the wettest places on Earth with an average reported rainfall of at least 450 inches a year. Correct Choice

E. has been known to average at least 450 inches of reported rainfall a year, making it one of the wettest places on Earth. Has been wrong tense and making it same as A.

"450 or even more than 450" is redundant.

B. are one of the wettest on Earth with an average reported rainfall of at least 450 inches a year
While this option removes the redundancy, sva is flawed


C. have an average rainfall of at least 450 inches a year, making it one of the wettest places on Earth
Same as b

D. is one of the wettest places on Earth with an average reported rainfall of at least 450 inches a year
Seems fine

E. has been known to average at least 450 inches of reported rainfall a year, making it one of the wettest places on Earth
Stating a fact requires simple present. No need to say sun has been known to rise in the east or Harry Mquire has been known to be the goat of football
Furthermore, "known to average" sounds more like the town has an active control over the amount of rainfall.
D is stating a fact in simple present.

Okay, option D is coincise but, in my opinion, it slightly changes the meaning of the sentence. i think that the core mening is that since it rains 450 inches---> it is one of the wettest places.
however, option D says that it is one of the wettest places with 450 inches of rain. This means that there may be places with more than 450 inches of rain that are less wet than this.

the quality of this sentence is not high. Indeed i would go with E but it is very weird
