Congestion at City Airport has caused frequent delays because arriving planes must wait for gate assignments. Over the next 5 years, the number of flights arriving at City Airport is projected to rise by almost 25%, while the number of gates will increase by approximately 10%. Airport officials believe that the additional gate capacity will be sufficient to offset the greater flight volume, and as a result, the number of delays at City Airport will not increase.

1.By adding a new computer system, the Airport will increase the capacity of a gate by 5%.
2.City Airport plans to improve the monorail which runs between its terminals thereby getting passengers to their gates more quickly.3.

I think OA should be C and not E.
If the arrivals of the new flights will occur during off-peak hours then a 10% increase in number of gates can handle the increased traffic without causing any delays and hence strengthens the airport officials statement that the additional gate capacity will be sufficient to offset the greater flight volume.

As the argument doesn't talk about budget so E is clear out.
