Agency's Plan - Produce informational brochures about the risks and consequence of counterfeiting; Request sellers and buyers to report any such cases
Goal - To help track the distribution and sale of counterfeit DVDs

Question -  Agency's plan will have its intended effect. Plan will help track distribution and sale of counterfeit DVD. 

Thought process - The correct choice will help us how the plan is going to work/ achieve it's intended effect, maybe talk about seller and buyer motivations (or) how the reliable is the reporting mechanism.

A. Many counterfeit DVDs are of low quality, and high-quality and low-quality DVDs are difficult to distinguish at the time of purchase. Identification of the DVD's is difficult. This choice doesn't help as it tries to counter or weaken the plan (If it is difficult to distinguish, how can we can rely on users/ sellers to report counterfeits)  Incorrect

B. All popular movies that are available in a given market as counterfeit DVDs are available as authorized DVDs. There as many counterfeit DVD's as there are authorized ones. The relative number of DVD's is of no use to the plan Incorrect

C. Most sellers of counterfeit DVDs would defend movie artists' rights if they had a mechanism to do so. Correct Sellers are basically against counterfeit's. The sellers motivation helps the plan. If they are willing and geniunely reporting, then the government can track the sales and distribution of the counterfeits

D. There are other, greater threats to the piracy of movies, such as online downloads of illegal video files of those movies. Plan is to track counterfeits. Other threats to piracy don't metter to the plan Incorrect

E. Vendors of authorized DVDs tend to have more repeat customers than the vendors of counterfeit DVDs. Doesn't help Incorrect

I don't see how any of these choices are correct.

So the very same guys who KNOWINGLY rob the movies' right holders of royalties on sales would now defend movie artist's rights? How does that even make sense?

How they would help with tracking? By reporting themselves...? Also, they willing to hypothetically support movie artists' rights is quite far from helping tracking the counterfeit sales, no?

I think the goal of the plan is to HELP TRACKING the distribution and sale of counterfeit DVDs, not to support the artists in earning their royalties.

Interestingly, when I checked this question with Google Gemini, it didn't pick (C) - and I'd say it has had ~99% accuracy for me on CR Verbal.­

­Counterfeit DVDs containing high-quality illegal copies of popular movies have proliferated in recent years and are sold at much lower prices than authorized DVDs, robbing the movies' rights holders of royalties on sales and diverting profits from production companies. To help track the distribution and sale of counterfeit DVDs, a government agency plans to produce informational brochures about the consequences and risks of counterfeiting; they also request sellers and consumers to report any counterfeit DVDs they encounter.

Which of the following, if true, would provide most support for the notion that the agencies' plan will have its intended effect?

A. Many counterfeit DVDs are of low quality, and high-quality and low-quality DVDs are difficult to distinguish at the time of purchase.

B. All popular movies that are available in a given market as counterfeit DVDs are available as authorized DVDs.

Reading the question: In this question we have a plan. The government will distribute brochures to fight counterfeiting. As we've seen before, a plan is like an argument with the main idea, "These actions are going to have this effect." We see that we want to choose an answer that strengthens the plan. To strengthen, we first weaken.

Creating a filter: To weaken a "plan" argument, imagine a situation in which all of the steps of the plan are completely or mostly fulfilled, but somehow the effect doesn't occur. We imagine that the brochures are printed and a brochure lands in the hands of every seller and consumer. We can imagine, even further, that everyone actually reads the brochure (which is imagining a lot). But it's easy to imagine that the plan won't have its effect even then. Maybe, even if everyone gets and reads a brochure; people won't care. The flaw in the argument is that maybe people won't care. So a great way to strengthen the argument would be to establish that people will care.

Applying the filter: Choice (C) matches our prediction. Choices (A), (B), and (D) have little to do with whether the plan will work. Choice (E) might weaken the argument, as more fleeting relationships might make it more difficult to target people to give the brochure to and might make it more difficult to report vendors. So (E) is out, and we're left with only (C).

Logical proof: we can confirm that (C) is correct either by the negation test or by analysis by cases. If sellers were unbelievably passionate to defend movie artists' rights, that attitude would indeed strengthen the plan. And if, on the other hand, they didn't care about defending rights--or wanted to defraud artists--then the plan would face a major hurdle. Choice (C) is indeed material to the plan.

The correct answer is (C).
