Because "it" refers to each ration card and one ration card can have many names in it.
As total of 55 ration cards contain names of 467 males, 368 females and 127 children.

On every choices names is given instead of name. On gmat we are looking for best answers not ideal answers.

Option D is correct.

each one is singular and we need 'its' instead of 'their'. and 'there are' is correct.

EACH requires a SINGULAR pronoun...
So its is correct...

After THERE, 'are' is required as we are talking of three items-467 males , 368 females and 127 children...
D is left. However 467 must be a typo in D

This is a defective dangling modification topic, which has no correct choice to choose from. When you have an adjectival modifier starting with an ing form, then what follows the modifier phrase should be the one who is doing the action or who is capable of doing that action. The original text may not provide that doer, but at least one choice should provide the doer.

However, what follows the modifier in all the five choices is either a 'there is' or a 'there are' as if these phrases are doing the act of counting. This is a colossal blunder. There is no point in worrying about this topic beyond this pivotal factor.
