Hi Friends,
Could any one of you please help me with the answer with reasons to this CR question. Gosh, these bold face questions are very time consuming.
Any tip/method for quickly solving these kind of problems???

City Official: At City Hospital, uninsured patients tend to have shorter stays and fewer procedures performed than do insured patients, even though insured patients, on average, have slightly less serious medical problems at the time of admission to the hospital than uninsured patients have. Critics of the hospital have concluded that the uninsured patients are not receiving proper medical care. However, this conclusion is almost certainly false. Careful investigation has recently shown two things: insured patients have much longer stays in the hospital than necessary, and they tend to have more procedures performed than are medically necessary.
In the city official’s argument, the two boldface portions play which of the following roles?
A. The first states the conclusion of the city official’s argument; the second provides support for that conclusion.
B. The first is used to support the conclusion of the city official’s argument; the second states that conclusion.

This is clear E IMO...
why do you guys afraid the Bold Facers so much... I find them quite easy... absolutely no fuss is needed here...
here are my tips for BOLDFACERS:
1) As you are reading the argument identify the premises
2) Look out for the conclusion, looking for the buzz words "so", "therefore", "concludes", etc... just as you are supposed to do with regular CRs
3) Look out for the answer choices that say "1st or 2nd is an ASSUMPTION"... remember ASSUMPTION is NEVER stated 4) Read the rest boldfacer and match it with some of the answers... that way you can eliminate 2-3 choices
5) Those that left can be matched as you read the 2nd bold part.
EASY... though some questions may be involved, don't freak out, just think about what you know about parts of the argument.
let's try this process on this question:
1) +2) Identify premises... remember this is a dialog of City Official...
PREMISE 1: At City Hospital, uninsured patients tend to have shorter stays and fewer procedures performed than do insured patients, even though insured patients, on average, have slightly less serious medical problems at the time of admission to the hospital than uninsured patients have.
PREMISE 2:Critics of the hospital have concluded that the uninsured patients are not receiving proper medical care.
This one is tricky, because it has "CONCLUDES"... but remember, we are talking about City officials' argument, so this is just additional information that he is saying!!!
CONCLUSION (of the official): However, this conclusion is almost certainly false.
PREMISE 3 (this is support for official's argument): Careful investigation has recently shown two things: insured patients have much longer stays in the hospital than necessary, and they tend to have more procedures performed than are medically necessary.
3) this one doesn't have assumption in the choices, so skip it... but once you see it... you can eliminate is with NO DOUBT
4) +5) let's go through the answers:
A. The first states the conclusion of the city official’s argument... RED FLAG... remember... that wasn't his argument... it wasn't his conclusion... it was hospital's -> OUT (notice you don't even have to read the 2nd part)
B. The first is used to support the conclusion of the city official’s argument
again, don't need to read further... this isn't a support of official... he is claiming the opposite.
C. The first was used to support the conclusion drawn by hospital critics;
NO WAY... 1st is not a support... it is hospital critics' conclusion. the support is stated earlier in the 1st premise
D. The first was used to support the conclusion drawn by hospital critics;
same as C
E. The first states the position that the city official’s argument opposes; the second states the conclusion of the city official’s argument.
By POE... this is the one that is left and it really makes sense... 1st states the critics' argument, but later we find that official refutes it... and the second says his conclusion

Looking for critics conclusion so A & B are quickly out, seems to be then E...then the first is the critics concluison while the second the city official one...
