i feel B should be the answer. Technology becomes cheap over time, possible. But conclusion is motives and actions are in conflict with each other.

How to solve these "vulnerable to criticism" type questions?? i mean do we look for an assumption and weaken it??
or do we just weaken the conclusion?? is there any methodology to be followed to solve these specific type of questions??
experts help would be appreciated!!

Treat such questions as weaken type and henceforth, attack the conclusion.

The conclusion says that the govt. is not acting in the favor of the masses. Before you go on and read ans choices, think what could weaken the conclusion?..
If we can prove that the govt. is in fact working for the favor of the masses, the argument's conclusion can be easily criticized.

E says that the technology becomes cheaper with time. If this is the case, then the government should definitely invest in development of new technologies as later they will become available to everyone and will benefit everyone.

Hi,

In order to weaken this argument,we are supposed to provide a case which if true would say that the government's actions are not in conflict with their objective of making health care services affordable to masses.Option E provides a compelling case to disprove the argument's claim.

I chose C but now I realise that the differentiation was properly made but the intention behind the action was wrongly interpreted by the argument.
