You are some what correct. You have to make your argument strength. So how you can strength it, obviously by strengthening the gap between given premises and conclusion.
I would suggest read the Power Score CR bible and understand the CR.
There are 2 categories in CR - Strengthen and Assumption
Assumption questions fills the gap between the premise and the conclusion by providing one more premise (the missing premise)
Strengthen questions answer choice provides a supporting statement to the overall argument
Now, coming to your question :- "Isn't strengthen the argument statement a stronger premise for the conclusion?" This question is pretty vague the way you asked - by "statement" do you mean the correct answer choice? Also, stronger premise in comparison to what? stronger than the already stated premises in the argument? I think a better worded query would help us better to address you.
