The good thing about your GPA is that it sounds like you ended on a good note, with 3.4 and 3.5. That's good, because it showed that you matured as you progressed through school. If your earlier scores are really low, then you will have to explain why, but don't dwell on this weakness in your app too much.
If I were you, I definitely would emphasize all of the terrific extracurrcicular experiences that you have. Most applicants haven't done all of this! Don't be shy about talking about these things. Keep in mind that adcomms are looking for WAY MORE than a good GPA and a big name on your resume. They're much more interested in an interesting leader with an okay GPA than a boring person with a stellar GPA.
One other thought: The recommendations that will help you best are the ones that are written by people who know you best. That's great that your minister of technology will write you a rec, but hoepfully he knows you well. If his rec reads just like a form letter, and it doesn't contain real examples of why you're great, then it won't help you much. If he does know you well and can provide specifics, then definitely use his rec.
Overall, I think your chances are pretty good. Just be sure to emphasize all of your community and national security involvement. This is interesting stuff. Address your weak GPA, but don't make it the focus of your app.
