German shepherds as a breed are naturally obedient.- Since 27% of the German Shepard are obedience as per the avialable data, which is the highest ever among all the breeds of the dog shared in the table. hence answer is would help explain
Weimaraners are the most popular breed of service dog.- Since only 9% are used for service training, which is the lowest for any breed of dog, hence the correct answer is Would not help explain
Boxers lack the physical strength needed for search and rescue activities- only 8% are coming for search and rescue training, which is second from the bottom, which indicates that they might be lacking physical strength, and hence is not a very popular choice for this type of training. hence answer is would help explain

Would help explain because the highest no. of dogs getting trained to become obedient are German Shepherds meaning thereby that either they are not obedient and need training to become one. The data helps in explaining that they are not naturally obedient

Weimaraners are the most popular breed of service dog.Would help explain because the least no. of dogs getting trained to become service dog is Weimaraners meaning thereby that either they are a service dog and do not need any training to become one. The data helps in explaining that they are the most popular breed of service dog

Boxers lack the physical strength needed for search and rescue activities. Since the data says only 8% of the Boxers are getting trained for search and rescue activities meaning thereby that they are already good at this job of search and rescue activities. The data would not help explain that they lack the physical strength for search and rescue activities

Statement 1:
German shepherds as a breed are naturally obedient: Would help explain.

We see that the percentage of German shepherds obedience training classes is very low compared to other classes. This could explain that.

Statement 2:
Weimaraners are the most popular breed of service dog: Would not help explain.

Assuming the number of dogs in each category to be 100, only 9% of Weimarananers are sent for service training, whereas 42% of German shepherds are sent for service training. Hence this statement doesn't help understand the table.

Statement 3:
Boxers lack the physical strength needed for search and rescue activities: Would help explain.

The % of boxers attending the rescue training is the lowest among other classes the boxers attend. Also between different breeds, boxer is 2nd last in % of dogs attending rescue training. Hence this statement helps understand this info.

Among all the dog breeds mentioned in this question, the percentage of German Shepherds attending obedience classes is the highest (27%). So, yes it would be fitting if they are naturally obedient and the same is reflected by the information in the table. (WOULD HELP EXPLAIN)

Statement 2: Weimaraners are the most popular breed of service dog.

Among all the dog breeds mentioned in this question, the percentage of Weimaraners attending service training classes is the lowest (9%). So, these dogs being the most popular breed of service dog is definitely NOT reflected by the information in the table. (WOULD NOT HELP EXPLAIN)

Statement 3: Boxers lack the physical strength needed for search and rescue activities.

Among all the dog breeds mentioned in this question, the percentage of Boxers in search and rescue training is the second lowest (8%). So, them lacking physical strength for search and rescue is reflected in the table by a very small percentage of them taking search and rescue training classes (WOULD HELP EXPLAIN)

A more obedient breed of dog would not be more likely to be sent to obedience training classes; if anything, it might be less likely to need the training.

The most popular breed of service dog would probably not be the breed with the lowest percentage attending service training.

Answer: Would not help explain

Boxers lack the physical strength needed for search and rescue activities.

A breed that is poorly suited to search and rescue operations would be less likely to be trained for them.

Sir,

For the 2nd prompt, ie.

Weimaraners are the most popular breed of service dog.

If seen from the perspective of 'need to teach through Service Training', people would prefer a dog breed which doesn't require 'additional' service training. In fact, if the Weimaraners breed is such that it doesn't require specialised 'Service Training' , such a breed would be preferred by the Buyers.

That will explain the fact that 'the Weimaraners are the most popular breed of service dog'.

Or, am I going wrong in my understanding?

I am not sure if I understand what you have said in this post but here is what I understand from the question and how I will be answering it.

Just because 9% is the least percentage of dogs in the SERVICE TRAINING class it does not guarantee or help to infer that the Weimaraners are the most popular breed of service dog. The information in the table is not enough to help answer statement II.
