As I mentioned, R3 is less advised for international candidates
I know nothing about you. if your application will be ready for R3, and you don’t want to wait a whole year, of course you can and probably should apply in R3, although, you might want to add additional schools to your original plan and perhaps somesafetyy schools too

Let me continue with asking myself and answering myself some questions:
Q: how do I choose which schools to apply to?
A:
The two most important considerations:
1. Where would you like to live
2. Where will your career aspirations be best served?
Or in simple words:
• Location Location Location
And then:
• Ranking
• School’s specializations
• Recruiters
• Specific courses of study
• School’s culture
• Teaching methods
• Class size

I am a female, engineer from VIT Vellore. I graduated in 2018. I worked as a software trainee for 6 months before moving to political consulting. Worked for a political consulting firm, consulting for a leading political party for 34 moths, got one promotion. Have recently moved to government consulting, working with Invest India as an assistant Manager (have again gotten a in promotion). Seeing to start applying next year for 2023.. Target GMAT: 730.. can anyone tell me my odds? And which Bschools shall I apply to?

I am from India

As I answered before. you have a good profile and reasonable GRE (around the schools’ averages)
(With a kick-ass application) You have a good chance to get into at least one of these schools. but I am not 100% sure that this GRE will be enough for a high scholarship (miracles do happen! but...)
GOOD LUCK!

as a thumb rule, the lower the school is ranked, the higher your chances are

Very interesting profile.
If the GMAT is high (lets say 750 for the sake of the discussion) your chances good, and you can apply to ANY MBA program in the world (yes, M7 included)
Let’s wait to see what your GMAT is?
Why don’t you send me your CV and GMAT score in ~5-6 months and we can discuss ([email protected])
for now, stay employed, and get cracking with the GMAT!
