answer A


B) each had their own - "each" is singular, "their" is wrong
C) everyone had its own - "everyone" is plural, "its" is wrong
D) all had their own - not sure what is wrong with this one - anyone?
E) each having its own - no need for progressive

What does 'its' relate to in option A?
I chose option D because 'its' in option A has no antecedent?
Please explain?

To answer your query, in Option A "its" refers to the pronoun "each".

As ExpertsGlobal5 wrote, "its" refers to "each [state]". This is how each is normally used—to stand for each individual one in a group of NOUNs.

Choice D doesn't work because you'd need to say "all had their own forms of government".
