Should "not only....but also" come in a pair? As per my understanding, this is an idiom and must come together but sometimes I can see separate usage. Please explain.

Frankly, this is not true. these two do not need to come in pair. but for sure you will not have a choice among different possibilities. Consider this one as next to best option.

The parallel structure is "not ___ but ___". The inclusion or exclusion of adverbs (only, also, etc.) is based purely on context.

use of 'which' refers to human history. So, eliminate D and E.
A) not just because .... but by --> not parallel
C) phenomenon that is to occur .... changes in land use also... --> incorrect
B is the way to go
