There are definitely some rumblings happening on the background with international applications declining as the result of H1B and other international developments. It creates some opportunities but at the same time, i think things will keep getting worse for a while longer for international applicants before they get better.

I am in the same situation (or almost because I don't want to wait for another year)!
Great scholarship from Fisher, another one from Broad and almost none from Rotman.

Due to the visa constrains, I am focusing more towards Rotman. However, is really difficult to leave this "money on the table" when you are an international student and the exchange rate can harm you in a big way.

My 2 cents here is: if you feel comfortable to wait for 1 more year and you believe that you can reach a top-15 program (considering no scholarship) you should wait. Just like bb said, which is better if you could choose:

Anderson at 0%
Kelley at 50%
Fisher at 100%

This is something that only you can answer.

Congratulations your R3 was impressive. If money is really important for you then you should go to Fisher, I think it is hard to get a similar package from a TOP 15 program.
If not then wait and get in your dream school.

@Ham Those are great results, do you think you can shoot hire? It seems for what you are looking for both schools would work for you, so you just have to decide if you would regret going to Kelley/Fisher. They would both probably get you to where you want to get for cheap
