Yes, Austin is a strong jobs hub with many tech and other companies opening offices, moving offices, and hiring there. It is substantially cheaper than anything you will find on the West Coast (or any coast for that matter). Traffic has been terrible for the past 5 years, but that's true of most places and it is also not as relevant these days. McCombs has a solid community of alums who are open to hiring new crop of students.
On the flip side, in terms of dollars, your salary won't look as grand as in SF or Seattle but you don't need it to be with low taxes, lower cost of living, and good college town vibe (i.e. cheap)

Go for Foster. You won’t get a better chance for product management in tech with the other programs. You will already be in Seattle and cannot work locally. There’s lots of opportunities to recruit and with Accenture on your résumé, you should catch the eye of recruiters pretty quickly.
