The contention that the authoritative form of governance today is not a democracy, but rather it is a form of oligarchy which is modified, is based on a number of facts: the existence of special interest groups that substantially impact government policy, the extensive challenges that ordinary citizens face in exercising their rights, and the alarmingly broad wealth gap seen today.

Wrong because of all the markers.

Modiefied into a form vs modified form. Meaning is changed.

but also is wrong here we are not providing additional information rather we are projecting a contrast.

With POE we are left with this only also meaning is clear here.

Solution:

(A) democracy, but rather it is a form of oligarchy which is modified, is based on a number of facts: the existence of special interest groups that substantially impact government policy: not X but Y. X and Y should be parallel. Here X is "a democracy" but Y is "it is a form of oligarchy". Hence, X and Y are not parallel.

(B) democracy, but is instead an oligarchy that is modified, is based on a number of facts: special interest groups that substantially impact government policy exist: not X but Y. X and Y should be parallel. Here X is "a democracy" but Y is "is instead an oligarchy". Y has a verb whereas X doesn't. Hence, X and Y are not parallel.

(C) democracy, which has been modified into a form of oligarchy, is based on a number of facts: the existence of special interest groups that substantially impact government policy: By removing "but" the sentence changes and stirs away from the intended meaning.

(D) democracy, but also a modified and form of oligarchy, is based on a number of facts: special interest groups that substantially impact government policy exist: "but also" does not fit with "not". It changes the intended meaning.

(E) democracy but a modified form of oligarchy is based on a number of facts: the existence of special interest groups that substantially impact government policy: Correct.
