To be more accurate in judging yourself, try to test your accuracy pertaining to each level in the GMATclub separately.
In my opinion, if your accuracy rate in sub-600 questions is 90% and in 600-700 is 80%, there is high probability to get >38 in verbal.
To go beyond 40, you should have >60% accuracy rate in 700 level questions.

if you are non-native, getting 40 in verbal could be as tough as getting 49-50 in quant.

Focus on questions from KNOWN sources (especially in verbal) as the official guide, GMAT prep, MGMAT and Veritas.
compare your timing with the average of other members in GMATclub.
