The sentence explains that the success of marketing campaign is dependent on two things simultaneously. The price offered and how fast they are rolled out.
The correct idiomatic use is "not only X but also Y".
Sentence E correctly focuses on "the success of marketing campaign".

Hence correct answer choice (E) IMO

Not only...but also is a popular idiom tested on GMAT SC. Whatever part of the speech follows "not only", the same part of the speech must follow "but also". For this reason, choices A, D and E are wrong.
Choice A is incorrect- not only the price (noun).. but also at (preposition)
Choice D is incorrect- not only the price (noun).. but also how (adverb)
Choice E is incorrect- not only by (preposition).. but also how (adverb)

the main verb "determines" is a dangling modifier, it does not have a clear subject. Hence, B is wrong.

Choice C is correct as written.

INCORRECT : "it is" before not only not necessary + faulty parallelism structure between the phrase after not only and but also.
+ at what speed (little awkward)

INCORRECT : "it is" before not only not necessary + the presence of "it is" makes that a "that" is missing before determines.

C. not only the price that is offered while entering the market, but also the speed at which goods are rolled out in the market determines the success of a marketing campaign.

Seems legit to me.

D. what determines the success of a marketing campaign is not only the price that is offered while entering the market, but also how fast goods are rolled out in the market.

WEIRD SENTENCE STRUCTURE + I would better stick to speed rather than "how fast".
