After going through the sentence, it looks like "The marketing expert stated that it is not only the price that is offered while entering the market, but also at what speed goods are rolled out in the market that determines the success of a marketing campaign" it is not......... marketing campaign is underlined. Below answer is wrt to this assumption.

A. it is not only the price that is offered while entering the market, but also at what speed goods are rolled out in the market that determines the success of a marketing campaign: at what speed goods are rolled makes it awkward. Reject

B. it is not only the price that is offered while entering the market, but also the speed at which goods are rolled out in the market, determines the success of a marketing campaign: Corrected the above issue. Correct

INCORRECT. Usage of the word 'at' after 'but also' seem to be not parallel and thus inaccurate. This construction using two 'that' makes the sentence awkward.

INCORRECT This sentence requires a relative pronoun (that) before 'determines.. ' to convey complete sense.

Option D sounds by better to my hearing. I was confused between option D and option E.

However, option E is missing 'by' in the later part of the sentence. So I chose option D.
