“what fraction of the distance from Harbor to Summit is the distance from Maple to Summit?”
That means:
Maple-to-Summit is what fraction of Harbor-to-Summit
So the fraction is MS/HS, not HS/MS.
Here, MS = 17 and HS = 20, so the answer is 17/20.

What fraction of X is Y = Y/X
Similarly, plug x as H to S (HS) and y as M to S (MS) will give you, MS/HS
