We need to first understand the logical chain:

To cover national and global stories- strong infra is required- beyond the reach of local news outlets

From this, journalist draws intermediate conclusion- Local outlets cannot compete with big conglomerates on breaking news

Main conclusion- Hence, they should focus on hyperlocal investigative journalism

Now, more information is shared to support this main conclusion- Because this journalism depends on community relationships and not on infrastructure

We need to find a WHY for the suggestion, some evidence/ premise to support that suggestion.

A - not relevant at all. it had been ruled out in the stem itself.

A. Irrelevant as this is telling us why local outlets cant do national news which we already know. It doesent really explain why they should switch to hyperlocal journalism.
B. Relevant as this directly supports the conclusion. It states that hyperlocal invetigative journalism depends on sustained community relationships. It perfectly completes the logic by mentioning that local outlets have a huge advantage over national conglomerates when it comes to building that specific trust
C. Irrelevant even if it mentions that community relationships matter since it is not mentioning local or national outlets here. It is just a general fact and doesent really show any advantage of local over national.
D. Irrelevant as this actually weakens the journalist's argument if its true because if national conglomerates successfuly build local ties they will compete in hyperlocal journalism too

I think it's B. basically the whole point is local news can't beat national outlets on breaking news bc they don't have the resources, so they should stick to hyperlocal investigative stuff that needs community trust instead. B directly says local outlets have the edge over conglomerates for THAT specific thing (building community trust), which is exactly what closes the gap between "focus on this instead" and "why that's smart."
C is close but it's more about why community relationships matter in general, not why local outlets specifically beat national ones at it. the argument needs that comparative edge, not just an explanation of investigative journalism.

IM) Ans is D
But I'm confused between ans choice B & D at last I go with ans choice D because I feel argument mentioned the word compete so I feel answer D would be better choice.
Argument says Local News is unable to compete with national news so they need to do something on large scale infra since ?
A- COST irrelevant
C - Sensitive info could be share to local people not that much convencing
E - Local news are attracting and can be like by national news
ACE is not that much attracting in my opinion but option B is close choice it says similar to option C local news could spread more trust and that is required so but my focus is how we can compete ?

SO I go with answer option Choice D where it says national news are also coming to for local community people so they need to compete otherwise nation news will win in both ways. Thanks !

Predicting the answer. We're looking for evidence, specifically- local news outlets can form local community relations easier than the "big guys".

(A) What if it has? that wouldn't explain why they need to focus on hyper local news.
(B) sounds fancier than our prediction, but holds. Yes.
(C) how is "sensitive" info relevant to the conclusion? it has nothing to do with the reason of reporting hyper local news. Because, even the "big guys" are probably interested in "scoops".
(D) how is that immediately relevant to local news outlets behavior? maybe it is and maybe it's not. But, it's not a hundred-percent relevant.
(E) This actually weakens the conclusion, instead of providing evidence for it, because it gives reasons for the "big guys" to compete with the "small fries" for the hyper-local market.
