The answer is E
Because in statement one. Zahra boarded so Zahra arrived at or before 3:50 and met all her requirements. Mateo did not board. Mateo may have been blocked by a late arrival or by the online check-in rule or by the luggage rule. If Mateo was blocked only by the luggage rule, he could have arrived at any time, including before Zahra. So the order of arrival is not determined. Statement one is not sufficient.
Statement two. One traveler checked luggage at 2:45, which is more than 60 minutes before 4 o’clock, so that travelers satisfied the luggage rule. One traveler check in online before 3:30. But we know nothing about when either person actually reached the gate. Statement two is not sufficient.
Both together. We still cannot pin down the arrival times. Even knowing who checked the luggage and who checked it online, both travelers could have arrived at many different times relative to each other. Combining gives no fix on the order.
So the answer is E, both statements meant together are still not sufficient.

b) If online chek-in then do before 3:30
c) If passenger arrives after 3:50 - no boarding allowed
Question - Did Mateo reach the gate after Zahra
Statement 1 - This statement mentions that Zahra was allowed to board but Mateo was not.
