If you feel like you could improve your quant score, I would definitely retake. V42 is great and will distinguish you among Indian male peers with a solid quant score. Of course it all comes down to whether or not you have the time and motivation to study more quant. I really think it could help your application though.

Congrats! Although 690 is a great score, you have the potential to reach the 99th percentile! I would definitely go for a re-take mahn!
There's also a downside to the quant percentile and verbal percentile being so far apart. Business schools prefer a well balanced score to a score in which one of the two parameters is in the extreme and the other is only moderate.
