I am not convinced as to why D is incorrect ...how does it matter if restaurant managers oversee both food storage and cooking? As long as a course makes them better at food handling (which includes storage I guess), that should prevent them from violating serious health codes...so how is this option not a strengthener ?

D gives us insight into the distribution of food safety violations.. and not about if whether these violations are stemming from those who took the course vs those who didn't..
So it doesn't really strengthen the argument that these courses are kinda effective.
However looking at E.. if there is no material difference between the time, effort nd volume of work executed by managers who took the course vs didnt take the course is the same.. then the factor that guides the former's better performance is likely to be the food safety course.. the option strengthens because it eliminates any doubt that the former's better performance might be due to a separate environmental factor.
So it doesn't really strengthen the argument that these courses are kinda effective.
