Thanks for your question. There is quite a bit of conjecture as to what "actually" happens when your file is reviewed. Technically, no, they don't consider anything beyond your best score. However, there are differences of opinion (and even of fact) when it comes to what an admissions officer might see. Some see everything, some just see your top score, some see it all but forget just as fast, etc.
However, at the end of the day, what matters most is getting the best possible score. Better to take it several times and get a monster score than to take it once and perform at a mediocre level.
I know that might have taken a mystery and made it more mysterious, but the takeaway is to get the best score possible and not worry too much about all the back office shell games. Don't let other prospectives psych you out and tell you that multiple test dates will screw up your chances - more hype and myth than anything else.
