Sentence has Pronoun error. Pronoun "it" is ambiguous.


(A) was still not required by it --------- (Pronoun error - Incorrect)
(B) still had not been required by it -------- (Pronoun error - Incorrect)
(C) still was not to be required ----- (Awkward construction - Incorrect)
(E) was not sufficiently required ------ (Meaning error - Incorrect)

(D) was still not required ------ (Correct)
Option D conveys the meaning correctly and removes the ambiguous pronoun "it".


Answer (D)...
