Here, who should modify "children"

A correct

who cannot modify schools in E. so it has to modify to children logically.. so whats wrong with E..
guess A is marginally better than E because relative pronoun should be near to the noun it modifies. . so A wins.

i selected E in this question : I-slate is targeted at millions of children in Indian schools who do not have
access to electricity.

A seems wrong to me : "Indian school children" seems to indicate type of children and is wrong for precisely the same reason as the following sentence is wrong : i met a Boston soldier . the correct sentence would be : i met a soldier from Boston

also if someone is ruling out E for the reason that "who" is referring to "schools" and not to "children" then that is improbable because "who" cannot refer to "schools" as MANHATTAN guide clearly says that "who" should refer to "people"

Between A and C, can C be acceptable because "THAT" correctly modifies children; according to GMAT "THAT" can modify only people- here children. .. I am not saying A is incorrect. It's ambiguous to choose between A and C..

Experts please respond. ..

The correct idiom is "Targeted at"

Who should modify children not schools.

+1 A

Went for A, same reason, +1 Kudos

I think A and C both are grammatically correct but C should be preferred over A because: A implies that Indian School children, in general, have no access to electricity, whereas, C says that the I-slate is targeted at only those children who do not have access to electricity. C seems more logical to me.
Experts pls pls comment on this. Correct me if I m wrong.

Targeted at is the correct idiom - so the winner is A
