Let x be the larger no. and y be the smaller no.

x/4 > 5y
x>20y
is y <4?

(1) if x ix greater than 70 then y is greater than 3.5..not sufficient

(2) if x is less than 80 then y is less than 4..sufficient

From statement 1 we can have numbers like 72,76,80,96,100,120 and the other number may be greater than 4 or may be less than 4

From statement 2 we can have numbers like 76,72,64....so other number will always be less than 4

So answer B
