a=1.96b
a+b = 2.96b
2.96 * b is an integer while b itself is an integer
now go and substitute answers quickly and check whether b is an integer or not for a given answer choice
go from highest to lowest as answer choices are clearly multiples of each other and stop at the lowest possible integer leading to an integer reminder
E) 296 b= 296/2.96 easy 100, integer
D) 148 b= 148/2.96 E/2 = 50, integer
B) 74 b= 74/2.96 D/2 =25, integer
C) 84 b= 84/2.96 this will clearly not be an integer (you can just check quickly 84*25/74 which is clearly not an integer )
A) 64 b= 64/2.96 same as C
as we are looking for minimum value, so B
