Statement 1 is clearly insufficient.

Statement 2 gives r/s = 2, then s/r = 1/2
Therefore, r/s+s/r = 3/2

B is the answer.

Statement (1)
r•s=8, can be 4*2 = 8 or 6+2=8, as •, is not defined, this will give multiple values for the question

Statement (2)
r/s = 2, when substituted in r/s + s/r, will give only one solution, Thereby sufficient by itself.

Correct answer B
