Please post the OE, as I am not able to comprehend why B is not enough.
B says rounded to the ten-thousandth place i.e. X when rounded to the ten-thousandth place is 0.365 i.e. 0.3650 = X, when X is rounded to the ten-thousandth place. Now, this means X can be 0.3650, 0.3651, 0.3652, 0.3653, 0.3654, all of which when rounded to the hundredth place give the answer 0.37.

Second statement is rounded to thousandth. error fixed

Rounded to hundredths place : The value will depend on the values of all the variables a, b and c

Statement I : It just talks of the variable a, that too, a could be 3 or 4
0.35cd<0.abcd<0.44cd

Statement II : Again it gives a and b as 3 and 6, but leaves a doubt on whether 6 will become 7 after rounding off.
0.3645<0.abcd<0.3655
If 0.abcd = 0.3646, the answer would be 0.36
If 0.abcd = 0.3654, the answer would be 0.37

Combined
Statement I does not add anything new to statement II, so the examples in statement II are still valid.
