This is a flawed question. On the GMAT, two data sufficiency statements always provide TRUE information and these statements NEVER contradict each other or the stem.
We are told that x and y are negative, thus (1) will give us -x < -y or x - y > 0, while (2) says that x - y < 0. The statement clearly contradict each other, which cannot happen.
Having said that, technically each statement is sufficient alone - the question asks whether x > y and each of the statements give the answer to that. (1) says that YES while (2) says that NO. Again the statement cannot give contradictory answers.

Statement 2:

Since both x and y are negative
