My choice is C.
a pretty easy SC.

This is the final correct version of the sentence.

In September 1973, The Story Untold, [strike]Arthur Medston's screenplay about the covert lives of politicians in Washington[/strike], was sold to Hollywood producers, a transaction that alarmed those officials afraid that their secrets would be revealed.

Subject: The story untold
Verb: was sold
voice: passive
Time: past simple , because it is mentioned "In September 1973"
Modification (insignificant): Arthur Medston's screenplay about the covert lives of politicians in Washington

Noboru, the act of selling the "The Story Untold" is the transaction that alarmed those officials

I agree with C.
However, there is no "act of selling" to which "a transaction" can refer back. Actually "producers" is close to "a transaction" and that sounds weird for me.

Noboru, yes it may sound weird but C is the best among the worst. Remember you must choose best answer choice.

(A) Washington sold to Hollywood producers and it was: sold to hollywood producers is awkward. a verb is needed
(B) Washington, which sold to Hollywood producers, was: "which" is incorrectly modifying Washington.
(C) Washington, was sold to Hollywood producers, Correct.. The verb "was
" is added and the part after the underlined portion correctly modifies the action.
(D) Washington was sold to Hollywood producers, being: going by the ear, sounds awkward to me.
(E) Washington, sold to Hollywood producers, and was
:same error as 1.
